Conformity policy

In its day-to-day activities, SACAS ensures conformity to rules and laws. In order to provide a sustained contribution to the national and international recognition of SACAS, internal rules have been created, implemented and are monitored systematically. This behavior shall contribute to an enduring international recognition of SACAS.

Other principles of the corporate policy

The value of certification is the degree of confidence and trust that is established by an impartial and competent audit by SACAS. The customers of certified organisations and end-users expect to be able to rely on the value of certificates issued. To promote this confidence, SACAS takes into account the following principles in all of its activities:

  • Responsiveness to complaints
  • Ethical business practices;
  • Risk-based thinking.

The expectations of the various stakeholders result in interactions that influence the business activities of SACAS. From this, further aspects of the corporate policy may also be derived.

In its corporate policy, SACAS takes into account the aspects of risk management, environmental management and sustainability. Statements on these aspects can be found in supplementary documents. In the same way, further aspects may be incorporated into the corporate policy.

The participation of trade of industry organisations in the impartiality committee of SACAS is intended to ensure their influence on the activities of SACAS, without the dominance of any individual interests. This approach, which is also compliant to accreditation requirements, contributes to promote the neutrality/impartiality, technical competence of market acceptance of SACAS.

Objectives

The objective of SACAS is to offer audits and accredited certification services based on ISO 9001:2015, ISO 14001:2015, OHSAS 18001:2007, ISO 45001:2018, ISO 22000:2005 & ISO 22000:2018, SANS 10330:2007 (HACCP) for systems certification as well as accredited product, process and services certification based on SANS 543:2015 Fire hose reels (with semi-rigid hose), SANS 1475-1:2010 The production of reconditioned fire-fighting equipment (Part 1: Portable and wheeled (mobile) rechargeable fire extinguishers) as well as SANS 1475-2:2010 The production of fire-fighting equipment (Part 2: Fire Hose reels and above-ground hydrants) & SANS 1879:2013 Precast concrete suspended slabs, as well as is in the process of obtaining accreditation on SANS 1395-1:2019, ISO 22000:2018, ISO 13485:2015, ISO 27001:2013, ISO 50001:2018 as well as process, product & service certification based on SANS 227:2007, SANS 1058:2007,  SANS 1215:2008, SANS 1575:2007 & SANS 1910:2009 to organisations of any business sector and any size without restrictions, and to satisfy customers by providing outstanding, value-adding certification services. Contributing to this goal is an essential task of all employees. One particular means is the assignment of external auditors. Their competence, as a result of their technical expertise and experience, is a particular asset to SACAS.

To monitor the achievement of this goal, internal and customer evaluations are used.

Certificates issued under the brand shall be known nationally and internationally and be highly recognised. In order to achieve this goal, SACAS makes systematic use of its own worldwide certification activities, national and international cooperation’s, and mutual agreements with partners and accreditation’s.

SACAS develops new services and business segments and constantly improves existing ones in the area of management system audits with a focus on customer benefit.

Quality Policy

South African Certification and Auditing Services is an accredited third-party certification body by SANAS based on ISO/IEC 17021-1:2015, ISO/IEC TS 17021-2:2016, ISO/IEC TS 17021-3:2017, ISO/IEC 17021-10:2018, ISO/IEC 17065:2012, ISO/IEC 17067:2013, ISO/TS 22003:2013, Department of Labour requirements in terms of Pressure Equipment Regulation 19 (2) under the Occupational Health and Safety Act, Act 85 of 1993 as well as IAF and SANAS P 05-09:2016 requirements and is in the process of obtaining accreditation based on ISO/IEC 50003:2014 & ISO/IEC 17021-10:2018. South African Certification and Auditing Services is responsible for all decisions relating to the granting, maintaining, extending, reducing, suspending and withdrawing of certification of South African Certification and Auditing Services customers.

Our policy is to provide confidence in our certification decisions through maintaining principles. These principles relate to ensuring: Impartiality; Competence; Responsibility; Openness; Confidentiality; Access to Information; Responsiveness to complaints and Appeals and Risk-based approach within the certification decision processes in as well as our process, products, services and systems certification services. We ensure that conflicts of interest are avoided, managed and objectivity of South African Certification and Auditing Services and certification activities is maintained.

We commit to ensure compliance of our certification processes with requirements of international and national standards ISO/IEC 17021-1:2015, ISO/IEC TS 17021-2:2016, ISO/IEC TS 17021-3:2017, ISO/IEC 17021-10:2018, ISO/IEC 17065:2012, ISO/IEC 17067:2013, ISO/TS 22003:2013, Department of Labour requirements in terms of Pressure Equipment Regulation 19 (2) under the Occupational Health and Safety Act, Act 85 of 1993 as well as IAF and SANAS P 05-09:2016 requirements and is in process of obtaining accreditation based on ISO/IEC 50003:2014 for conformity assessment, as applicable to the certification program. A programme has been established ensuring compliance with ISO/IEC 17021-1:2015 requirements.

Our certification processes will be subjected to continual review and improvements made to increase effectiveness of the management system defined in the quality manual.

In addition to pursuing our goals, strategic direction and commitments, South African Certification and Auditing Services will actively support and cooperate in the achievement of the vision. South African Certification and Auditing Services will identify all potential threats and opportunities regarding our certification services especially regarding potential threats towards impartiality.

This policy will be continually reviewed with respect to the changes in conformity assessment standards to ensure that it remains relevant and suitable as well as ensuring continual improvement.

South African Certification and Auditing Services top management is commitment to impartiality in all of its management system and process, product and service certification activities and will identify and managed all potential threats towards impartiality. South African Certification and Auditing Services carrying out management system certification activities, and will manages conflict of interest and ensures the objectivity of our management system certification activities at all times in all eleven system certifications based on the international standards of ISO 9001:2015, ISO 13485:2016, ISO 14001:2015, OHSAS 18001:2007, ISO 22000:2005, ISO 22000:2018, SANS 1395-1:2019, SANS 10330:2007 (HACCP), ISO 27001:2013, ISO 450001:2018 and ISO 50001:2018 and process, product & service certification based on SANS 227:2007, SANS 543:2015, SANS 1058:2007, SANS 1215:2008, SANS 1475-1:2010, SANS 1475-2:2010 SANS 1575:2007, SANS 1879:2013 & SANS 1910:2009.

South African Certification and Auditing Services shall identify, analyse, assess the potential risks as well as document any possibilities for conflict of interests arising from provision of certification activities including any potential conflicts arising from its relationships with all customers at all times.

If any relationship creates a threat to impartiality, South African Certification and Auditing Services shall document these threats and sent to the Impartiality Committee to analyse these relationships preventing conflict of interest and to eliminates or minimise these threats by taking action and give recommendations back to top management. All potential sources of conflict of interests that are identified, whether they arise from within South African Certification and Auditing Services or from the activities of other persons including external auditors or contractors or organisations will be analysed and recommendations from the Impartiality Committee will be addressed and actions taken to prevent any form of conflict of interest.

“NOTE” A relationship that threatens the impartiality of the certification body can be based on ownership, governance, management, personnel, shared resources, finances, contracts, marketing and payment of a sales commission or other inducement for the referral of new clients, etc. [ISO/IEC 17021-1:2015 (5.2)], [ISO/TS 22003:2013 (5.2)] & [ISO/IEC 17065:2012 (5.2)]

When a relationship poses an unacceptable threat to impartiality (such as a wholly owned subsidiary of South African Certification and Auditing Services requesting certification from its parent), then certification shall not be provided.

Code of Ethics and Code of Ethical Business

South African Certification and Auditing Services top management is commitment to impartiality as well as having a Code of Ethics and Code of Ethical Business.

South African Certification and Auditing Services shall ensure at all times to prevent the following:

  1. Self-interest threats: threats that arise from a person acting in their own interest. A concern related to certification, as a threat to impartiality, is financial self-interest.
  2. Self-review threats: threats that arise from a person reviewing the work done by themselves. Auditing the management systems of a client to whom South African Certification and Auditing Services provided management systems consultancy or internal audits would be a self-review threat and therefore distantiate from any consultancy services.
  3. Familiarity (or trust) threats: threats that arise from a person or body being too familiar with or trusting of another person instead of seeking audit evidence.
  4. Intimidation threats: threats that arise from a person or body having a perception of being coerced openly or secretively, such as a threat to be replaced or reported to a supervisor.

Ensuring this South African Certification and Auditing Services shall not:

  1. Render any Consulting Services.
  2. Conduct Certification Services where Internal Audits are conducted.
  3. Certify companies where close relatives of auditors work. If an auditor does have relatives at a certain company another auditor will be used including the Approvals Board activities.
  4. Convince companies already certified with other certification bodies to move to SACAS or get involve with deformation of character, only if organisation has already resigned, certification services will then be made available.
  5. Be the designer, manufacturer, installer, distributor or maintainer of the certified product;
  6. Be the designer, implementer, operator or maintainer of the certified process;
  7. Be the designer, implementer, provider or maintainer of the certified service.
  8. Offer or provide consultancy to its clients.

Offer or provide management system consultancy or internal auditing to its clients where the certification scheme requires the evaluation of the client’s management system.

Confidential Policy

South African Certification and Auditing Services top management is committed to confidentiality in all of its management system certification activities and will identify and managed all potential threats towards breaching confidentiality.

South African Certification and Auditing Services top management is committed to managed all information obtained or created during the performance of certification activities at all levels of its structure, including committees and external bodies or individuals acting on its behalf.

South African Certification and Auditing Services shall inform the client, in advance, of the information it intends to place in the public domain. All other information, except for information that is made publicly accessible by the client, shall be considered confidential.

South African Certification and Auditing Services shall not disclose any information about a particular certified client or individual to a third party without the written consent of the certified client or individual concerned.

When South African Certification and Auditing Services is required by law or authorized by contractual arrangements such as with SANAS to release confidential information, the client or individual concerned shall, unless prohibited by law, be notified of the information provided.

Information about the client from sources other than the client (e.g. complainants, regulators) shall be treated as confidential, consistent with this policy.

Personnel, including any committee members, contractors, personnel of external bodies or individuals acting on the behalf of South African Certification and Auditing Services, shall keep confidential all information obtained or created during the performance of South African Certification and Auditing Service’s activities except as required by law.

South African Certification and Auditing Services have processes and where applicable equipment and facilities that ensure the secure handling of confidential information.
